Broadmoor is served by a dedicated police protection district created specifically to meet the needs of its residents. That structure makes the Broadmoor Police Department unique, and it shapes how officers serve the community every day.

A Department Built by the Community

The Broadmoor Police Department was created in 1948 when residents decided they needed a law enforcement presence closer to home. At the time, police services were provided by the San Mateo County Sheriff’s Office based in Redwood City. The 20 miles distance then made a big difference. Residents wanted faster response times and a department that understood the needs of their neighborhood.

So, they formed a police protection district, an arrangement that still exists today. In fact, Broadmoor remains the only active police protection district in the state of California.

The department is governed locally by a three-member Police Commission elected by the residents of the district. The commission sets policy and oversees the department, ensuring that decisions remain closely tied to the needs of the community, not a mayor sitting in a distant city.

Because the department is dedicated solely to Broadmoor, officers focus entirely on the neighborhoods, schools, and businesses within the district.

This local focus leads to quicker response times. We also know the area. Officers know the streets, understand traffic patterns, and recognize the locations where community activity tends to increase.

That knowledge can make a big difference when responding to emergencies or addressing safety concerns.

When officers already understand the layout of the community and its daily rhythms, they can respond more efficiently and make better-informed decisions in the moment.

Familiar Faces You Can Trust

In larger cities, residents may rarely see the same officer twice. In Broadmoor, the experience is different. Because the department serves a defined and close-knit area, officers frequently patrol the same neighborhoods and interact with many of the same residents over time.

Broadmoor PD works to support safety for everyone moving through the district, coordinating patrols and traffic management to ensure that both residents and visitors can travel safely.

Leadership also reflects that commitment. Chief Michael Connolly brings decades of law enforcement experience and has lived in Broadmoor for more than 30 years, raising his family in the community he now helps protect.

That kind of connection reinforces the department’s community-centered approach.
