Michael Connolly
Chief of Police

Chief Michael Connolly is the ninth Chief for the Broadmoor Police Department. Prior to becoming Chief of Broadmoor, Chief Connolly was an elected Police Commissioner for the Broadmoor Police Department since 2016. In addition, Chief Connolly has thirty-four years of law enforcement experience and retired from the San Francisco Police Department as the Deputy Chief for the Bureau of Investigations after thirty years.

Chief Connolly additionally served as the Deputy Chief of the Professional Standards Bureau where he developed the compliance program for the Department in collaboration with the United States Department of Justice. Chief Connolly is also currently on staff as a part-time educator for the City College of San Francisco in the Administration of Justice program.

Patrick Tobin

Commander Tobin has 38 years of Law Enforcement experience from the City and County of San Francisco. His experience includes, uniformed patrol, bike patrol, plain clothes patrol, gang investigation, auto theft task force, station investigation team, patrol supervisor, rapid radiation response team leader, TLO team leader and Special Events Supervisor for over 300 events annually. This also included Presidential visits, Super Bowl 50 and Fleet Week.

Commander Tobin is currently assigned to the daily operations of all staff for the department.

Ronald Banta

Captain Banta comes to the Broadmoor Police department with 34 years experience as a law enforcement officer with the San Francisco Police department.  He began his career as a police explorer when he was 13 years old.

Captain Banta has had a variety of assignments throughout his career including being a K9 officer. Currently he oversees training and development for the department.

Roger Rouse
Corporal / Reserve Coordinator

Corporal Rouse has 20 years of Law Enforcement experience all with Broadmoor Police. Currently he is assigned as the departments Reserve Coordinator in charge of reserve personnel including patrol staffing, recruiting and training.

Corporal Rouse serves as a direct liason to the Chief of Police and oversees technical aspects of the department to ensure DOJ compliance.
